I think xanderten50 is right… It sounds just like Comix Zone, which was a 16-bit Sega Geneisis / MegaDrive game from Sega of America’s R&D team Sega Technical Institute in 1995.
An unofficial homebrew Battletoads game, made in OpenBOR, as released on the Dreamcast. It featured Sketch Turner, the hero for Comix Zone, but I thought it was played in the Battletoads world (though I’ve only just seen screens of it).
